HISTORY OF NARCOTICS ANONYMOUS
IN PHILADELPHIA AND PENNSYLVANIA

This is a book about a vision, a plan, and a program for people with the disease of addiction.

The Birth of Narcotics Anonymous in Philadelphia and Pennsylvania
It's founders; it's trusted servants and all the decisions, commitments and responsibilities that addicts took on while maintaining a drug free lifestyle. This book is about the dedication to make this a worldwide fellowship known as:

"NARCOTICS ANONYMOUS"
It is dedicated to all the addicts who died from the disease of addiction May you rest in peace!

Roy P. was born April 14, 1949; He was raised in California. His father was a Doctor and a drug addict; he died in 1981 from drugs. His dad was in and out of trouble because of his profession. Roy’s father kept boxes and boxes of samples of all different drugs in the closet. It was 1964 and Roy was studying for finales for school, his dad gave him a bottle of Benzedrine. He was only 15 years old, Roy took it and man that is what he was looking for, and it made him feel great! He had tremendous amounts of energy to study his schoolwork. From this point on, he was always in trouble in school. He was known as a discipline problem. He had access to all sorts of drugs; they were all over the house. He became a drug addict.

They lived in San Mateo one county down from San Francisco. Roy was attracted to bikers and hippies; he would steal his father’s drugs and trade them for street drugs. These were the real hippie days Haiti Asbury and long hair. Between his looks and how high he would be, he was thrown out of different restaurants. After using all kinds of drugs for approximately three years, Roy was experiencing a lot of pain and emptiness he took more drugs so, not to feel the pain. Roy was shooting LSD and flipped out he collapsed and had a brake down. He withdrew from people and was acting very strange for about 8-9 months.

In 1967 his parents were scared for his life, they had him court committed and took him to a private mental hospital in Santa Monica, California. He was escorted into the hospital he was a skinny ass speed freak. The hospital was filled with drug addicts and burnouts. He was in a straight jacket and shackled to the bed. Roy was lying there hopeless and for the first time in a long time, he thought about GOD. He asks what he had done to be like this. One positive thing did happen while Roy was here; an A.A. guy that slipped was also at the hospital. He told Roy all about Alcoholics Anonymous A couple months later Roy’s mom came to visit him; he pleaded, begged, and convinces his mom to take him home with her. This was entirely against medical advice (AMA) the Psychiatrist explained to his mother that he just was not ready yet. The Psychiatrist was right, Roy got loaded the night he got out of the hospital only to make matters worse. Roy had a convulsion (GranMal Seizure) that was Roy’s bottom at that time. Roy had mention to his mom about what that guy had said to him about the A.A. meetings. He explained that the man really said, “it works” I would like to try these meetings for myself, but where are they? Roy’s parents had a friend that they knew that went to A.A. his name was Bob L. They called him on the phone and explained Roy’s situation. Like a good A.A. member Bob was there on another twelvestep call. Bob was sober in A.A. for over 20 years and it showed. He was a Jazz musician. Bob knew where all the meetings were.

In the summer of 1968 Bob took Roy to his first A.A. meeting in Palm Springs,
California. Roy felt very uncomfortable everyone was older; they treated him like a little kid. Roy was 19 years old at the time. They were in there 30’s and 40’s. However, Roy really did not want to die, he knew it was life or death so he continued to make A.A. meetings. His mother could not handle the insanity any more between Roy’s and her husbands using drugs she moved back to Philadelphia where she was from. She lived in the Frankford section of Philadelphia on Overington Street. Roy continued to live with his father in California, but he knew in his heart that if he would stay there he would die. Roy made the phone call to dear old mom and next thing he knew he was on a plane to Philadelphia. Roy had a way with his mom plus he was a very good talker. Roy did what he knew to stay sober he made A.A. meetings right here in Philly. He attended a Glenside A.A. meeting in Montgomery County, PA. And met this woman named Annette. He engaged in a conversation with her and the truth just flew off the tip of his tongue. He explained that A.A. made him feel uncomfortable with everyone being older and him being a drug addict and all. She told Roy about this meeting in Philadelphia called Young Men’s Club; she took Roy’s phone number and had this guy call him named Dick F. Dick drove to his house picked him up and off to Young Men’s they went. Roy walked in a little apprehensive not knowing what to aspect.

They were Roofers and Criminals and they even did drugs; he fit in somewhat here. He felt a little more comfortable then in those other meetings. Roy was getting his life together and started missing his father; he went back out to California for a visit. While there he called his old friend Bob L., he told him about the trouble back home feeling out of place. He told him about Young Men’s that he fit in best there. Bob told Roy about this Alcoholics Anonymous Regional Convention in California and invited him to go. Roy went with Bob and it was the right decision, it was the spring of 1969. It was there that Bob introduced Roy to a man and woman who had this Little White Book it was called NARCOTICS ANONYMOUS. It had the letters N.A. on it inside two circles on the front cover (Circa mid to late 60's) It also had two addresses on it. Roy had his regular conversation about not fitting in A.A. and that he was going back to Philadelphia. These two N.A. members gave Roy 1 or two of these pamphlets and said, “This program is for drug addicts, Welcome”. They also asked him to go start some meetings. They understood that young people were not treated right. He could tell they knew what they were talking about when they said, “Alcoholics think that our drug problem isn’t as bad as their problem.” Roy stayed at the convention and hung out with these two recovering drug addicts and Bob for next two days. He picked their brains about all that they knew about N.A.

Roy was excited about getting home and starting a N.A. meeting. Finally, he got his flight back to Philadelphia and boy what a flight it was. Imagine a meeting for drug addicts. When he arrived, he called Dick F. and he ran down his whole experience he had at that A.A. Convention. About the two addicts he had met and how cool they were, they really understood me. They gave me these N.A. books and told me to start meetings here. The next day Roy met Dick and showed him the books. Dick knew a member of Young Men’s Group that was a printer. Roy and Dick both put up money and had 1000 books printed. Dick worked at Eagleville Hospital as a counselor; he put in a request for Roy to start a N.A. meeting at Eagleville. The Hospital was opened in 1909 originally for (TB) Tuberculosis it was called The Philadelphia Jewish Sanatorium for Consumptives. Years had gone by than on July 28, 1965 it started treating men who were suffering from Alcoholism. The sanatorium officially changed its name to Eagleville Hospital and Rehabilitation Center. In 1968, Eagleville pioneers a new approach to addiction treatment and begins treating drugs as well as alcohol addiction. Even through it had been treating drug addicts it was reluctant to let Roy start the meeting. With our Ultimate Authorities love Eagleville finally gave Roy the OK to start the meeting it was the summer of 1969.

Roy was in the Elevators Union and he remembers the first drug addict that attended the meeting. He was a Jewish fellow from Mt. Airy, shortly after that, the meeting was getting 10 to 12 people coming. Six or seven months into it Roy started using again; it was early 1970. Roy does not exactly know what happened to the meeting for sure but he thinks it folded soon after he left. Roy retuned to meetings in 1972 and the meeting was there at Eagleville. Roy was in and out of the meetings and finally in 1973 he stopped using. He met these two brothers Mike S. and Danny S. They took Roy under their wing. They were from the Logan section of Philadelphia. They took Roy to A.A. meetings and started the first N.A. meeting in Philadelphia 13th and Ruscomb Streets. They had meetings between just the three of them. They held meetings at the Sheehan’s parent’s house. Roy relapsed again and lost everything, his Porsche got re-possessed.

September 1970 Dick F. moved to upstate Pennsylvania. He was involved in starting a new drug and alcohol treatment facility known as White Deer Run, located in Allenwood Pa. Approximately 1971 four men went to White Deer Run at Dicks request to start NA meetings in the facility and the surrounding neighborhood, mission accomplished. At a later date guys who knew Dick from Young Men’s traveled to Dicks house to throw him a
ceremonial party to celebrate Dick helping his first Drug addict, Roy P. He attended with several other people. Many addicts were a great inspiration to NA. Roy’s question was how it worked with all the drug talk. However, it did. “I don’t know how people stayed clean” Roy said, “Meetings were like organized insanity”. AA guys would come to NA just to hit on the NA women. Roy remembers an informal NA meeting at Holy Child Church; they went through the formats and everything. Roy was still having a tough time staying clean. He came back to meetings again and made the Levittown meeting there were fifteen people there. Then he went to the Springfield meeting they had 25-30 addicts there. On a Sunday, Roy stopped by the Norristown meeting there were 30-40- addicts in attendance. Roy noticed that Narcotics Anonymous was growing. He knew when people were discharged from
Eagleville Hospital they went to a halfway house located in Norristown. They were sent to NA meetings as a condition to reside in the house.

NARCOTICS ANONYMOUS WAS GROWING IN PENNSYLVANIA

1969

Roy P. brought white book back from Santa Monica, California. Eagleville Hospital gave Roy permission to start NA meeting summer of 1969. Dick F., a counselor at Eagleville, was instrumental in helping Roy start the meeting.
Eagleville Hospital was the first H & I meeting.

1970

Several men were treated at Eagleville Hospital for their addiction. These same men started Narcotics Anonymous meetings all over Pennsylvania. Dick F. left employment at Eagleville Hospital to help start a treatment facility called White Deer Run located in Allenwood, Pa.

1971

Boulevard Group was started at the First Christian Church of Christ 10th and Roosevelt Blvd. Philadelphia Pa. This was the first meeting in Philadelphia. Four men traveled to White Deer Run at the request of Dick F. to aid in starting N.A. meetings in the area and at the treatment facility. White Deer Run was the second H & I meeting. The
members were Bob K., Ronnie M., Dutch H., and Brian T. This meeting was recorded on tape. The White Deer Run Meeting was stopped because Dick insisted on taking "urines" and the addicts had to pay for them out of their own pockets. As a result the addicts got angry and the meeting was stopped. An N.A. Meeting was started at Eagleville Outpatient in Norristown.

1972

The Lewisburg group was organized on January 24,1972 in Lewisburg Pa. Williamsport group hosted its first meeting on September 22,1972. When the group was formed, five addicts had been clean for more than one year. Eagleville Outpatient N.A. meeting moved to St. Augustine Church Green & Basin Sts. Norristown, PA, Tuesday Night 8:30. This meeting was Co-Founded by Bob M. and Rich M. Norristown meeting was under surveillance at this time, there were two cops when you went in the meeting and two cops when you left. One evening there was a knock at the door it was two cops, they had this guy they pushed him into the meeting and said we’re tired of
arresting this guy see what you can do to help him. The guy stayed clean for a few months and the cops did not come back.

LITERATURE
At the end of 1978, there was a paper strike in California, which affected our area since we
purchase our pamphlets and books from the World Service Office in California. Literature
was almost non -existent at meetings. After several months of waiting for the strike to end in
Calif., our Area Service decided it would be best if we took the N.A. books and Pamphlets &
had them recopied. This decision was not meant to step on any body's toes. Area Services
felt that it was important to have Literature on our tables when a new comer or an old
comer came to a meeting.

PUBLIC SPEAKING
Public speaking is another way of spreading the message. We are always open for invitations to speak at schools, church groups, hospitals, rehabilitation centers, etc. If you hear of or know of any place looking for a public speaker call Rance 666-5151 or any other N.A. delegate of Inter-group. Recently we had the opportunity to speak on a local radio station. This was handle well by two members of the fellowship.

1980

January 1980
Hulmeville Steppers formed Sunday Nights 8:30 (3 Groups in Bucks County)

February 1980
Hulmville Friendship group formed Sat. Night 6:30, 10 to 25 members, -This group was
formed at this time with the intention that members could get together afterwards for
fellowship on a Sat. Night This added greatly to the unity in Bucks County NA. (Four groups
in Bucks)

April 1980
“Hulmville Step Reform Committee” formed. This committee was formed for the purpose of writing & compiling N.A. steps for the Hulmville Steppers group to use in their meetings. The group conscience of this group had reached a decision that use of A.A. 12 & 12 was indirect violation of the sixth Tradition, and removes it from their tables. Members in this group conscience meeting felt about the need to continue this as a step meeting for their own
survival & recovery, thus the decision to write N.A. steps. The committee consisted of 5-10 members who met weekly in a member’s house; they talked about their experiences and feelings about each step, recording their discussions on tape. One member then transcribed the discussions from the tapes and began to edit the discussions into a readable format. This committee continued to meet weekly working on a different step each week, in order, 1
through 12. After completing through the sixth step, several members attended the first East Coast Convention in Lewisburg, PA. There they met members from Georgia, California, Nebraska, Kansas and other places, who had been working on compiling an N.A. Basic Text for Recovery. In this way, Bucks County became a part of the N.A. World Literature Movement. The “Hulmville Step Reform Committee” Registered with the World Literature
Committee. And became known as the “Bristol Literature Committee.” They returned to Bucks County and continued their efforts to write the 12 Steps of N.A. They now received a lot of support from other committees in Atlanta and other places, through regular correspondence and telephone communications. All of these various committees around the fellowship were united by a common bond and purpose - to carry the message of recovery to the Addict-who-still-suffers, through the written word. The “Bristol Lit. Com.” began to draw up outlines for each step as they worked. Finished material was then typed up and copied and sent to Georgia, where all input was being gathered by Bo S., who was the World Literature Committee Chairman. When they finished working on the 12 Steps, one member George R. traveled out to the second World Literature Conference in Lincoln, Nebraska to
learn more about literature work and to share what we were learning though our efforts. George returned with several new techniques, such as “snip & paste”, which helped to speed up the work and George had a rejuvenated spirit to share. The committee then began to write the 12 Traditions of N.A. The tape recorder was no longer used. They took a pad of paper and a pen and began writing. After everyone was finished writing. All the writing material was gathered together in the middle of the room and then redistributed, making sure that you did not work on the material that you had written. With a scissors and a glue stick, words, sentences and paragraphs were cut apart, moved around, and glued back together. The end result was usually one completed tradition in one sitting, reading as if one person had written it. The feeling was that we individuals were not doing the writing. We were merely being used, as instruments by a loving GOD working through us, was overwhelming and clearly evident at times like this.

Halfway through the Traditions, this committee had dwindled down to two active members. The others were either burned-out, had other commitments or were getting loaded again. The Bristol Literature Committee then moved down to Northeast Philly, where many members (mostly newcomers) were willing and filled with the spirit of N.A. They met in a girl’s apartment (one bedroom), and there were usually 15 to 25 members participating in each meeting. When the Traditions were completed, this committee began to receive bulk packages of input for different chapters of the book. They would type the material up, take it through the snip and paste process, make copies and pass it on to Atlanta. The committee was now known as the “Philadelphia Literature Committee” Several members from Bucks County were still actively involved in this committees work, and remained involved until all of the work was completed.

“Recovering Addict Inc.” A club House Committee formed in Ivyland, PA. for the purpose of starting a clubhouse for N.A. meetings to be held. This committee consisted of four addicts with a dream. They drew up a charter, incorporated the committee, and began to hold fundraisers within the fellowship. They held dances, spaghetti dinners, all-night meetings followed by a sunrise breakfast, 50-50 drawings, & addithons. This effort was very unifying for Bucks County and Philadelphia as it brought many addicts to have fun, it gave members something to do, within four months, $650.00 had been raised. They ran into some trouble with having the clubhouse here, they had great difficulty finding a place for the clubhouse.

Dear:

The purpose of this letter is to acquaint you with Narcotics Anonymous. N.A. is a fellowship of recovering drug addicts who meet regularly to help each other to stay clean and drug-free. We charge no dues or fees; we are fully self-supportive through our own contributions.

Enclosed you will find information that further explains the N.A. program, as well as a meeting list for the Bucks County area. We also operate a 24-hour HOTLINE service to aid those who want to stop using drugs. The number for the area is 276-2307. It is in operation (7) days a week.

We sincerely hope you will consider us when referring drug addicts who want to stay free of the habit.

N.A. Regional Service Meeting Harrisburg.
Guido A. brought up the fact that Pittsburgh Area Service wants to join our Regional Service Group a discussion on where to hold future Regional Service Meetings followed. A motion was approved that we continue holding the biannual Regional Service Meetings in Harrisburg, which would be a central location.
In other business, Bob P. who served as delegate from Pennsylvania to the last N.A. World Service Conference in California gave the following report. The pink pamphlet entitled “We Made a Decision” is no longer approved by the conference. It will be discontinued because it was copied directly from another program. The conference resolved that any N.A. group using A.A. 12 and 12 Book couldn’t be listed in the N.A. World Directory. “The Voice” is
putting out literature on the steps each month. Bo S. has more than enough material for the N.A. Big Book but the material must be approved by the Conference before publication. In Pennsylvania, the non-profit corporation number for N.A. is 790905 and the I.R.S. taxexempt number is 78-869 Key rings with N.A. logo are not being sold by N.A.

Re: Bucks County forming an Area Service Committee
G.S.R.'s an Addithon was held to support the Phila. Literature Review Committee. During the Addithon, a workshop was held to discuss the possibility of Bucks County forming an Area Service Committee. All members present of the workshop felt that, in order for the Bucks County fellowship to grow and still serve the needs of both the recovering addict, and the addict who still suffers in the Bucks County Area, we need to form our own Area Service Committee. But only a small amount of the Bucks County Fellowship were present at the workshop, and we realize that, in order for such a decision to be made, the Bucks County fellowship, as a whole, should be present of represented. To better inform you and the members of your group, we have enclosed with this letter the minutes from the March 27th workshop, and a proposed agenda for an ad hoc committee meeting set forth by that
workshop.

SUGGESTIONS FOR PHILA. REORGANIZATION
The What? (5 - new Areas and 1 - New Region)
Area #1-All Phila. Meetings (approx. 25 mtgs-19 Groups)
Area #2-Montc. County meetings (approx-10)
Area #3-All Delaware & Delaware County meetings (approx. 6)
Area #4-All Bucks County meetings (approx. 14)
Area #5-All South Jersey meetings (approx. 9)
Numbers of meetings according to June meeting list.
The How?
1.Each Area Service Committee continues to meet on the 2nd. Sun. of the Month.
2.The Regional Service Committee would meet on a quarterly basis (Jan., April, July, & Oct.) on the 3rd Sunday.
3.The new Region could handle most of the services that the Phila. A.S.C. has now.
Example, HOT LINE, Literature Review, Public Information, Prison/Institutions, etc. This could be done until each of the new Areas is ready to do them.
4.The new Region could print a Regional Meeting list once or twice a year.
The new Areas could print their own meeting list as needed.
Both the R.S.C. & A.S.C.'s could charge enough to cover the printing cost.
5.Each new Area would only be responsible for:
A.) A $20 minimum donation monthly to the Region to cover the cost of the Hotline.
B.) The only other expenses would be for a meeting place & supplies.
6.Continue as many of the current officers, from our area to new Region that would be willing to serve. This would help the new Region get started with experience people. Possible they could serve for a six-month term, until elections could be held.
The When?
1. As Early as Oct. 1982
2. As Late as Jan. 1983
3. Whatever date we chose-We should try and do it together so we can maintain unity in spirit and in service.

REPORT ON THE FORMATION OF A GREATER PHILADELPHIA REGION
The purpose of this report is to define some of the issues involved in the formation of a Greater Philadelphia Regional Service Committee out of the old Phila. Area Service Committee. The report also makes several suggestions and proposals about how to achieve this, but these are included more for the purpose of stimulating discussion then any thing else and are not meant to be binding. Nor does the report attempt to cover all the issues that are involved in the undertaking.
As of this time four new area service committees have been formed--Philadelphia, Bucks County, Southern New Jersey, and Delaware State-County. Mean while a fifth--Montgomery County--is in the making. It would seem, therefore, that a Regional Service Committee is the logical next step.
The main issues to be considered are the following:
TREASURY: The old Phila. A.S.C. treasury contains $500.00+. Since the groups who would comprise a Greater Philadelphia R.S.C. donated this money and since many of the new R.S.C.'s functions, i.e. the hotline, need to be well financed; it might be best to have the entire treasury revert to the new R.S.C. COMMITTEES: The following committees of the old Philadelphia A.S.C. should be absorbed intact into the Greater Phila. R.S.C.
1) Hotline
2) Literature Review-the current policy of the W.S.C. is to encourage the development of literature on a regional level.
3) Literature-The old Philadelphia Area Literature Committee has a $1,000.00+ worth of literature in its stockpile. This should be sold off before any changes made in this committee.
The following are committees the new R.S.C. might want to form:
1) Finance
2) Public Information
3) Hospitals and Institutions
4) Newsletter
5) Activities- the old A.S.C. Entertainment Committee could very well be the nucleus of an Activities Committee, but they would have to be a change in its emphasis.
OFFICERS: For the purpose of continuity and orderly transition, a previous report suggested that the officers of the old Philadelphia A.S.C. be the temporary officers of the new R.S.C. for a period of three or six months. The officers have agreed to this. It might also be remembered that if the Mid-Atlantic Region disbands, several of its officers are now from the Greater Philadelphia Region and could also offer us their expertise and experience.
MEMBERSHIP: A question that will need to be discussed is what areas will comprise the new R.S.C. Will the number be limited to the areas formed from the old A.S.C. or will membership be open to any area that desires it?
1.) Regional Service will be held in Phila. and be open to any area, but we should not have the meeting anywhere but Phila.
2.) Region formed
3.) Oct. 17th 1982 2:00 1st R.S.C. meeting at usual place.
4.) Region will do elections when necessary.
5.) All assets & Liabilities from the A.S.C. will be turned over to the region.

At Regional Conference, April 16, there will be a lot of work done on new literature.
Steve K. Resigned As Regional Representative. Dale B. stepped up.
New Business: Henry D. read a long (6-page) letter from World Service Literature Committee, which essentially bitched a lot about WSO and to explain their side of the N.A. Book printing fiasco.

There had been Conventions going on around the East Coast in Pennsylvania but never in Philadelphia, The reason for this was that we had members in Phila. that believed Conventions were not N.A. That Conventions broke Traditions, so for years we waited until John Swanson said “I’ll put up a $100.00 if you do.” Bobby B. agreed and so did Dutch H. They went down to Atlantic City, N.J. They gambled with the $300.00 and went on to win enough for the deposit to get the First Convention in Philadelphia going. They got this together in 29-days.

Dutch & John gave report on California trip. They both resigned and Dutch will now be a Trustee, and John will be World Policy Chair. They are developing a new policy manual, as there is no existing service manual.
California said to specify what edition of the book you want when you order or you'll receive the first edition automatically. What happened with the first edition was that the Chairman of Trustees, Jim K., didn't approve of two lines in the traditions, so he deleted them and then gave to Chuck for printing, telling him to print as is. Jim K. was sent a letter thanking him for his dedicated service.
Literature Review: They are going to be having a lot of fund-raisers. Labor day picnic-Tyler State Park-Monday, September 5, 1983, $3.00 11:00am to? The Fund-raisers are for the 8 - W.L.C. planned for November.

A letter written to Dutch H. from: Father Daniel E. Franciscan Friars of the Atonement Graymoor, Garrison, New York 10524
Dear Trusted Servants of the World Service Committee,
There are miracles within miracles; we're all miracles within the big miracle of N.A.- Especially myself! It overwhelms me, and fills me with awe and true humility just observing all that God is working in, through and within our fellowship. Certainly it follows no logic or the accepted tools of the social science. All we can do is stand back in awe and reverence and make ourselves worthy instruments of his Grace in the fellowship. If I can help in any small
way to serve the N.A. fellowship, to spread it's message, to prevent even one suffering addict from dying before trying N.A.-Then I offer my services for what they are worth. I mean, God can work even through the likes of me. So, I'm formally offering, in writing, to serve on the- World Service Board of Trustees and, to the best of my ability and few finances, to fulfill the serious responsibility that-office must entail. God Knows! I'll have a lot to learn, because, up to now, I have served best on the one on one, street and prison level. But I'm not to old to learn and keep growing with N.A. I'll leave it all to God's will expressed through your group conscience.
Prayerfully Yours in the Fellowship of N.A.
Fr. Daniel E., S.A. "The Junkie Priest"
P.S. I just spoke with Jimmy K. in the hospital. Give him a hug for me & assure him of my continued prayers--

Northeast Area Service Committee
Phila. Area Service Committee:
Approximately two years ago, the existing Phila. Area Service Committee was reorganized into five areas. Those five areas now make up the Phila. Region. During an area service meeting, at that time, it was brought up that due to the number of meetings (approximately thirty) the needs of the individual groups could not be addressed. A person at the meeting took the responsibility of looking at a map and dividing the existing area into five new areas to better serve the group's needs. At the following area service meeting, the person brought back their proposal, a vote was taken, and the area was divided into five areas. Recently, a group of N.A. members in Northeast Philadelphia felt their group's needs could best be fulfilled by forming a new area, since the Phila. area now has at least twenty-two
groups. Those N.A. members also felt that by forming their own area, the groups in Northeast Philadelphia could be more supportive of each area, and could better address their group's needs in a smaller setting rather than the present setting of the large Phila. Area.
According to the N.A. service manual, it is suggested that an area could form where groups share the same telephone area, or if the needs of the groups warrant their own Area Service Committee. There are no guidelines in the Service Manual about how to go about reorganizing an area. This time instead of doing it through the Area Service Committee, and only having the GSR's vote, members of groups in the Northeast voted at their business
meetings or emergency business meetings. Initially those members in the Northeast involved in the venture contacted all meetings north of Bridge Street (as that area is usually thought of to make up Northeast Philadelphia) and invited them into the area. It was estimated that there would be eleven groups to contact. As of this writing, eight groups have joined the area, one tabled the idea, one rejected the idea, and one has yet to vote on this matter.
On February 29, 1984 GSR's, Officers, and members of the eight groups met and formed the "Northeast Philadelphia Area Service Committee". The following groups will make up the new area:
3-2 Group
Primary Purpose
Gloria Dei
Reality
Somerton
Abington Hospital
New Horizon 1
New Horizon 2
Future planning and preliminary sessions will be held before the first Northeast Phila. Area Service Committee meeting on Sunday May 6, 1984 at 1:00 pm. As before, at our first planning session, an officer from the Phila. Area Service Committee was contacted and asked to attend. In future meetings, officers or interested persons in the Phila. Area Service Committee, are invited to attend our planning sessions. As in the case of the last reorganization, a sufficient time, in this case two months, was needed to make a smooth transition. All concerned in the Northeast Phila. Area Service Committee wants to work closely with the Phila. Area Service Committee to ensure a smooth
transition. We do not see the reorganization as a derogatory issue. We see it as a device to better serve the needs of the groups in Phila., which will better serve the needs of it's members in a smaller setting, and carry the message of recovery. An added benefit to the reorganization is the possibility of in the near future, to have the Phila. Area Service committee and the Northeast Phila. Area Service Committee form a Region, and share their needs, concerns, and voice at the World Service Conference. We would like to thank the Phila. Area Service Committee for their past support and concerns for the groups in Northeast Phila. We would like to thank you in advance for any
experience you can share with us, and we look forward in working with you in the reorganization. In the fellowship. Sincerely, Jim H. Temporary Chairperson Northeast Phila. Area Service Committee, Rich W. Temporary Vice Chairperson Northeast Phila. Area Service Committee.

To the groups in the Philadelphia Area,
We, the literature review committee of Phila., are here to serve you. The World Literature Committee has notified us that our Basic Text "Narcotics Anonymous" is open for revision. We are asking you to help us serve you. If your group is concerned and would like to participate in the revision of our book, please set aside some time to better our book. Our primary purpose is to carry the message to the still suffering addict and our literature has been proven to be a good carrier of that message. We have picked an article from our international magazine, "The N.A. Way" which refers to our request from you. We do have the time to carefully review our book. In the name of group conscience, we must look to an Ultimate Authority for our answers in this task.

Greater Philadelphia Regional Service Committee, P.O. Box 42628, Phila., PA. 19101-2628.
The Greater Phila. Region is in its fourth year of existence. We consist of four areas: Philadelphia area, Montgomery County area, Bucks County area, and Tri-County area. Geographically we cover the metropolitan Philadelphia area and the entire state of Delaware. Last year we had 80 regular meetings and 25 hospital and institution commitments. We currently have 130 regular meetings doubled in size, and a strong emphasis is being put on home groups.
Currently, all public information and hospital and institution work is being done at an area level. The region has started proceedings to incorporated and is hoping to open an office in the near future. We intend to better consolidate PI work, and have a place to set aside for a permanent hotline. As of this time, all areas have separate answering services. A recent study done by the Phila. Area, found that most people calling our answering service are unwilling to leave a number. Suffering addicts are calling, but until we have an addict answering, we will lose many calls. We are working on improving our current methods in hopes that we can better fulfill our primary purpose.
On April 4,5,6 we had our fourth annual regional convention. We were able to donate 200 registrations to local rehabilitations centers in hopes of providing an attractive atmosphere of recovery for those still suffering. Many of these new comers attending were amazed at the size of the fellowship and we can only hope they will keep coming back. The Convention also brought to light a rising controversy existing within the fellowship. Certain individuals, some even forming an "East Coast Vigilante Committee," have taken it upon themselves to be the overseers of Narcotics Anonymous. These individuals calling themselves purists try to impose their will on others. We, of the Greater Philadelphia Region, in no means support such radicalism. We leave the doors of Narcotics Anonymous open to everyone regardless of age, race, color, creed, religion, lack of religion, or proper command of the English language.
We believe in a unified program and have the faith that over a period of time, and the necessary change in terminology that exist within our literature, that most members of Narcotics Anonymous will be using the same terms. But we should allow the change to take place on a spiritual level, one with love and understanding, and not with dogma and doctrine.
In Loving Service
Joe F., R.S.R. & J.R. F. Alt.

7th East Coast Convention (Free At Last) Bloomsburg University Bloomsburg, PA. Greg P. Spoke.

June 21, 1986
1,600 ex-drug addicts at BU for convention, by Leon Bogdan, Press-Enterprise staff
BLOOMSBURG-"I've been doing chemicals since the age of five," says Billy an Allentown man in his early 30's who now proclaims himself "Free at Last" from the disease of addiction.
He says he feels good about himself today, a feeling he shares with hundreds of other recovering addicts of all ages, from all walks of life, through Narcotics Anonymous.
"It's like a whole new life, a rebirth of living,” he says of being "clean" for the past seven years, a "daily battle" in an ever-present addictive society.
Narcotics Anonymous, a non-profit worldwide fellowship of people whose only membership requirement is a desire to stop using drugs, is staging its 7th annual East Coast Convention this weekend on the Bloomsburg University campus.
Last night, hugs of greeting and smiles were common as hundreds of people converged on campus.
Some wore black leather and long hair; others were in business suits and ties. There were adolescents lounging on the grass, balding men with white beards watching lanky black youths play a spirited game of basketball, and fashionable, attractive, chatty young women.
All had one thing in common-a past involvement with drugs and optimism that their future will be drug-free.
"Look at all these beautiful clean people. That's why I'm here," say's Mac, a middleaged, gray-haired man from Cleveland, who wore an "Official Hugger" button on his shirt. He was an addict, until a friend introduced him to his first N.A. meeting two years ago.
The convention is expected to attract up to 1,600 ex-drug users from across the country. The N.A. program has reserved 1,800 rooms on campus for a weekend of meetings, recreation, programs and a wrap-up fellowship service Sunday.
A registration fee of $75 is asked of each person, but as one organizer, Paul, puts it, "We have money budgeted to take someone who may not have it. We are strictly autonomous. We're here for people who want help."
People come to N.A. through jails, hospitals, rehabilitation centers, or just off the streets. The program offers what it says is the best therapy-one drug addict helping another.
The N.A. program, founded in 1953 in Sun Valley, Calif., by a group of addicts who first came together to help each other, "floundered" through the 60's and 70's, says Billy.
But since 1979, the program has doubled its membership each year. Paul explains that's because "it works"
"WE are living proof that it works," says the sandy-haired, spectacled young man. Members attend any of the 6,500 meetings held regularly in 36 countries to share their stories and live with each other. There is no preaching, no commitments. Anonymity is protected since the N.A. program places principles before personalities, they explain. No photographers or film crews are allowed in their midst. Members are known only by their first names. The program, its members say, is based on attraction rather than promotion. It doesn't matter who you are, what you used, or where you got it.
"We don't preach, but we're here to carry the message to those who want it," says one middle-aged black man. "When I was doing drugs, if somebody told me not to do this or that, I would do it. You start preaching to them you push them away."
As one program brochure describes, "We are people in the grip of a continuing and progressive illness whose ends are always the same-jails, institutions and death."
"The big change in my life is attitude," explains one member. "I feel good about myself for the first time "Free at Last!"

New Business: The following letter was read:
Dear Members of the Greater Philadelphia Area Service Committee, We of the new Inner City Area Service Committee of N.A. humbly submit this letter of secession to the Greater Phila. Area Service Committee to inform you that we are now a new area with 23 groups committed. We, the members of the Inner City Area, are grateful to
have had the opportunity to serve the Greater Phila. Area Service Committee, and to have gained experience, strength and hope through service to the Greater Phila. Area Service Committee to branch out on our own, in accordance with the 12 Steps and 12 Traditions and N.A. unity. On December 10, 1988, we elected officers for our new area and at our next meeting in January, we will be forming subcommittees. We realize that growth in the Inner City Area Service Committee will be painfully slow as well. But with the guidance of the Greater Phila. Area Service Committee, our parent group, we can go through the blood, sweat and tears together and then we can and will bring about more N.A. unity to help carry out our primary purpose, to help the addict who still suffers. Trusted Servants of The Inner City Area of N.A.

Greater Philadelphia RSC from: Al R. & John S., RSR & RSR Alternate. Re: Report from the World Service Conference. Personal Reflections: In closing, I’d like to thank you all for the opportunity to have served you in this capacity. I feel different than I did in 1986, % short (or maybe long) years ago, when I became RSR Alt. This commitment has changed me as a person. There are so many people I have met, things I have shared and life lessons I have learned as a result of serving in this manner. These treasures I will carry with me the rest of my days. It has taught me what commitment is because there were times when I wanted or other people in my life wanted me to resign but I hung in there and saw it through. I’m leaving with a mixture of sadness (like giving up an old friend) and relief (like the feeling you get when you stop banging your head against a wall). In all seriousness, thanks for the experience! I will remain your trusted servant, in loving Service, Your Friendly Neighborhood RSR. Al R.

RSO Board Inc: *Emergency meeting was held June 3rd to discuss missing money. At this meeting, two plans were pursued to contact an attorney and contact the WSO for advice. The WSO reminded us that we are talking about a volunteer not a paid employee. The books were reviewed and records were pieced together to come to the sum of $14,409.67. Some members had spoken to him and he agreed to sign an agreement to repay debt. The Board has agreed the statement read payments of $150.00 per month. Payments will begin September. If this agreement is broken, we have seven years to take legal action since this document was signed and his rights were waived for defense. RSO, moved to 6212 Ridge Ave., which is enough space to handle phone line when necessary. The board has set up a few committees to deal with specific issues;
1. Projects to purchase a copier.
2. Duties and responsibilities of the Special Worker.
3. To hire an Attorney.
4. Finalize committee.
East Coast Convention: We met at the ECCNA-12 and our meeting was productive with approx. 10 addicts in attendance. We had a number of concerns which all pointed to not having an ECCNA any longer. There will be a motion asking this question. Thank you for allowing me to serve. Respectfully, JR F.
World Bid Committee: That a letter be drafted, by the Regional chair, to give out support to other Regions that also have a bid in for the next World Convention in 1994. Respectfully, JR F.
A motion, from the Inner City Area, to obtain a letter of support from this Region to host the ECCNA-13 was received. It is noted that they want this motion to go back to Groups.

RSO Board Special Meeting on Multi-Regional Office.
There was no quorum, so the meeting was basically an informal discussion of some of the issues involved in setting up a multi-regional office. We are still waiting for information to come from Florida, Chicago, and Texas on multiregional offices, and from Michigan, concerning their sub-region system. The Chair will make sure that we have this information by our next meeting on this in February. Some of the general topics that were discussed included:
Bookkeeping System - (the office Manager has already been making plans so that our current computer system will accommodate entries for various regions and areas)
Representation on the Board Distribution of Funds.

Greater Philadelphia Regional Services Trust N.A. Leadership and Courage to Change The World Service Meeting held on, November 12th, 1995 in Manhattan Beach, California, was interesting. We also raised a concern about maybe proposing more than one structure, to allow the fellowship to review and give their reactions. This would let them decide what plan best works for N.A. as a whole. One other thing that is very important, we would like to make every group in the region aware of the Conference Agenda Report ’96. This information has been compiled for the last 15 years, 95% of this information has been taken from Area and Regional minutes. Any additions or corrections will be appreciated, please contact Danny Martino at 2143 Shallcross Street, Philadelphia, PA. 19124 or call me at (215) 289-9910 or please E-mail me at NAHistoryPhila@AOL.com.
Any additions must be in writing, such as, original minutes, flyers, etc. We are looking for original minutes from all the areas in the region regarding the formation of that area. We are also looking for original flyers for all the area conventions and the starting of N.A. meetings and or anniversary’s. Anyone with 10 years or more wishing to have their name and clean date put in the time line please send information. In the near future, we are planning to open a N.A. History Museum in Philadelphia. We are accepting all N.A. archive donations to let our history be known to our fellowship. Your donation will be recognized on a plaque in the museum. I would personally like to thank all the addicts that have donated N.A. History memorabilia and information up to this point. This dream would not be possible without your kind efforts.
With sincere thanks to all addicts, Danny Martino, N.A. Historian.
Miracles Happen in Philadelphia too! 1/27/2002
